In Hebrew poetry the most important part of a writing is frequently the middle, rather than the end. That was where they placed the section to emphasize, which seems to be the case here. The middle to the end of chapter 3 is the main message, and where we find this gem: “Great is his faithfulness; his mercies begin afresh each day.”
